Government Support to Agricultural Insurance

Government Support to Agricultural Insurance

$19.99

Governments in developing countries have been increasingly involved in the support of commercial agricultural insurance programs in recent years. In their attempt to design and implement agricultural insurance, many governments in developing countries have sought technical assistance from the international community and particularly from the World Bank. World Bank is among the few international financial organizations having a fully dedicated insurance team with agricultural insurance experts, and the agricultural insurance team currently provides technical assistance in about 20 countries. One of the recurrent requests from the governments is about the international experience with agricultural insurance, not only in developed countries where in some cases agricultural insurance has been offered for more than a century, but also in middle- and low-income countries. They are particularly interested in the experience of public support to agricultural insurance, including technical, operational, financial and institutional aspects. The book aims to inform and update the public and private decision makers involved in the promotion of agricultural insurance about the recent developments in agricultural insurance, with a particular focus on middle- and low-income countries. It provides the decision maker with a framework for the development of agricultural insurance based on an analytical review of the rationale of public intervention in agricultural insurance and a detailed comparative analysis of agricultural insurance programs with and without public support. This analysis is based on a survey conducted by the World Bank’s agricultural insurance team in 2008 in 65 developed and developing countries. It offers policymakers a review of public support in agricultural insurance in light of international experience and makes recommendations for the development of sustainable, affordable and cost-effective agricultural insurance programs.

Insurance Against Covariate Shocks

Insurance Against Covariate Shocks

$9.99

Uninsured risk had far-reaching consequences for rural growth as well as poverty reduction. A range of informal mechanisms to insure rural households against the impact of shocks, but they are a modest component of a risk layering strategy for well-off households and even less protective for low-income households. Formal insurance mechanisms have inherent market imperfections. State interventions to address these limitations have proven costly and generally are targeted poorly. Recent developments in microfinance as well as in insurance marketing have opened new possibilities for household risk reduction. Index insurance, such as weather indexing, addresses other inherent problems in insurance by using an indicator that is not affected by individual behaviour and may address monitoring costs and moral hazard. A number of innovations using index insurance are being tried currently in diverse settings ranging from India to Mongolia to Malawi. Marketing costs may limit the provision of such insurance to small farmers, but even in such cases microfinance institutes may serve as market intermediaries. Moreover, state and submational governments can use insurance to achieve countercyclical funding programs. In this vein, municipal governments in Mexico have used insurance to finance disaster contingency while the World Food Program has insured a portion of its emergency assistance to Ethiopia. Humanitarian organizations and NGOs may also seek insurance in this manner.

Risk Management and Insurance

Risk Management and Insurance

For many years, introductory insurance textbooks presented insurance as a subject based in contracts. Slowly, the course has moved toward a consumer orientation, providing students with a broad, descriptive survey of the insurance field, covering topics such as legal aspects, life and health, and property and liability. Over the past 10 years, textbooks began to promote, and to a limited degree, incorporate a stronger business risk management component while maintaining a consumer orientation. Harrington/Niehaus’ Risk Management and Insurance 2e is written to take the next step offering the essential aspects of insurance contracts and the insurance industry while providing a substantially more conceptual analysis and attention to business risk management and public policy issues that exists in current texts.

Earthquake Insurance in Turkey

Earthquake Insurance in Turkey

$9.99

The persistent potential for large scale natural disasters has become a real concern for the Turkish government since the late 1990s, which ultimately led to the establishment of the Turkish Catastrophe Insurance Pool (TCIP). Among the main rationale of the creation of the TCIP were a grave government fiscal exposure to natural disasters and a disproportionately low level of catastrophe insurance penetration for such a disaster-prone country. Since the commencement of this program in 2000, the TCIP has provided coverage to more than 2 million households, being by far the largest insurance program in the country. In four years, the TCIP has managed to become one of the most trusted brand names in the Turkish insurance industry, and one of the largest catastrophe insurance pools in the world. Its success has also brought an international recognition, inspiring more than a dozen of countries world wide. The TCIP experience has also been a watershed for the World Bank as it has led to a rethinking of the roles of ex ante risk management relative to ex post donor support. This book presents the main technical imperatives and challenges in the development and the implementation of the TCIP and shows how a public-private partnership may be the way forward in the financing of natural disasters. If offers valuable advise and guidelines to policymakers involved in the development of catastrophe insurance programs.

$51

This study is part of a series of Tax Policy Studies produced by the Fiscal Affairs Division of the OECD. It examines the difficult area of applying income taxation to the life and property and casualty insurance industries. Particularly in the case of life insurance, OECD countries have pursued a variety of methods to try to tax the income arising in insurance companies. This study analyses the policy and technical problems that arise in designing an effective means of income taxation. In addition to outlining the general approaches used by OECD countries in this area, the authors have drawn upon their extensive practical experience in designing a tax system for the insurance industry in their home country. Based on this experience, they have addressed the major policy questions faced by tax policy-makers in this area and included a critical analysis of the various technical issues which arise in turning theory into practice.

Marine Insurance in the Netherlands 1600-1870

Marine Insurance in the Netherlands 1600-1870

$59.95

Marine insurance has been of great importance to the expansion of long distance trade and economic growth in the early modern period, in particular for seafaring nations such as the Dutch Republic. The Amsterdam market became Europe's leading insurance market and within the Republic other insurance systems also emerged. Little is known about the differing institutional frameworks governing these industries and the interaction between the institutions and the actors in the industry. This study will examine the development of marine insurance in the Netherlands in Amsterdam, Rotterdam and the province of Groningen from c. 1600 to 1870 from an institutional point of view. It will examine how the behaviour of authorities, insurers, underwriters and brokers was affected by the formal and informal constraints of the industry and how in turn their conduct has influenced the institutional framework and induced institutional change. A comparative institutional analysis will be made of three insurance systems in the Netherlands, each with its own distinctive characteristics. The interaction between institutions and actors will be studied in relation to the effects of technological innovations and international geo-political changes. By examining developments over a period of two and half centuries the path of long-term institutional change becomes discernable.

Governing Mandatory Health Insurance

Governing Mandatory Health Insurance

$19.99

Although mandatory health insurance programs are being proposed or expanded in many developing countries, relatively little attention has been given to how these programs are governed. The available literature focuses almost exclusively on operational features that are important but will necessarily change over time—such as eligibility, benefit packages, and premiums. Governing Mandatory Health Insurance instead looks at the institutional and political forces that affect the behavior of such programs within their social and historical contexts and how five dimensions of governance—coherent decision-making structures, stakeholder participation, transparency and information, supervision and regulation, and consistency and stability—can influence the long-term performance of health insurance programs in terms of coverage, financial protection, efficiency, and sustainability. Governing Mandatory Health Insurance addresses these issues by drawing on the experiences of four countries—Chile, Costa Rica, Estonia, and the Netherlands. It shows how governance works in these countries and extracts lessons for developing countries with mandatory health insurance programs, focusing on the mechanisms for assuring solvency, financial protection, and health care services of good quality.
